In addition to the complete visual overall you can give your CityVille town in honor of Halloween, there is also a new series of goals available to complete. However, this isn't your ordinary goal setup, as it's actually more in line with the Governor's Run event. This "Happy Halloween" event is split into three Acts, with only the first Act being available as of this writing. While there are three parts to Act 1, each one is just a single goal. Here's a guide to complete all three.

The Halloween Theme costs 100 coins in the store. If you don't like it, you can buy the normal theme again for 100 coins after finishing this goal. Meanwhile, for the Residences, you can purchase items like Zombie Safe Houses or Zombie Hideouts for 4,000 and 4,800 coins each, respectively. A starter business is the Blood Bank, which costs 4,000 coins. For finishing this first goal, you'll unlock the Ghost Ship in the store. Yes, this Ghost Ship is the same one we saw floating in our waters before the Halloween event launched, but without the monsters on top. It costs 85,000 coins to purchase from the store, and offers a 9% payout bonus.

Place 2 Monster Decorations
If you placed the Ghost Ship above, that's already one decoration. If that's a bit too expensive, you can purchase a series of gravestones or lamp posts for a few thousand coins each. As for the Ghoulish Graveyard, it costs 5,000 coins. It's a community building that will add 200 population to your maximum Monster population cap, and can be built after asking four of your friends to come work as staff within. Finishing this second goal unlocks the Abandoned Tomb. This item is available for purchase in the store for 11,500 coins, and is a decoration with a 3% payout bonus.

Unlock Witch Expansion
For some reason, I can't help but think that this Monster Population requirement is supposed to be 350, rather than 3,500, if only because of the lack of items available in the store to help you get there (that is, lack of coin items to get you there). Still, if the requirement is that large, I guess we've at least been warned. Either way, the Witch Expansion is located towards the top of the map. If you've been expanding down and to the east (in order to get to the river and beach, or even land across the river), you'll need to start expanding upwards, so the area where the witches are flying in the air.
Luckily, there doesn't seem to be a particular time limit on these goals, and even if the deadline is Halloween itself, hopefully that gives you enough time to expand that much. If you can complete this third goal, you'll unlock the Witchwart Academy as your prize. This one costs 23,000 coins to purchase from the store, and requires eight staff members to complete. It's another community building that adds 410 Monsters to your population cap.
In addition to all of this, once you complete the entirety of Act 1 (you can finish the three goals in any order), you'll receive a Swamp Shack. This is the only one that will ever be available to you, so don't accidentally delete it! It offers you 150-290 population, and 413 coins in rent every three days. A money-maker it is not, but it's a neat item all the same. Why? It allows for you to spawn different monsters into your town when you collect its rent.
It should be noted that while you'll have two different population meters during this Halloween event proper, that once the event ends, your Monster population will be added to your normal "citizen" population, and all of the Monsters wandering around your town will transform as well. Perhaps if there's enough outcry from users, Zynga will allow us to keep them forever, but you've been warned!
